The 2007 National Health Act requires the National Health Assembly to be convened once a year to draft proposals on crucial health issues for implementation by all stakeholders namely the central government, local government, professionals and academics as well as civil societies.
The 2nd National Health Assembly (NHA2009) was convened during 16 – 18 December 2009 at the United Nations Conference Centre. Mr. Aphisith Vejjajiva, the Premier, delivered the keynote speech emphasizing the model of NHA is innovative that allows the people to participate in developing public policies. This model can be shared with other countries because it reflects the davanced concept and structure in policy formulation. The public mind of individuals can keep the process strengthened and successful.
180 constituencies proposed 11 agendas to alter the direction of the health of Thai people. The agendas at the NHA are as follows. 1) Development of Mechanisms to Enhance Participation for the Well-Being of Children, Youth and Family. 2) Emerging Infectious Diseases 3) Development of Long-term Care for Dependent Elderly People 4) Development of a Primary Health Care System to Facilitate the People’s Access to Quality Healthcare 5) All - Sector Participatory Management of Hazardous Waste from Communities 6) Traditional Knowledge, Thai and Alternative Medicines/ Medical Treatments 7) Prevention of Road Accidents 8) Stopping Unethical Drug Promotion – To Prevent Economic Loss from Rising Healthcare Costs 9) Management of Overweight and Obesity 10) National Alcohol Policy Strategies 11) Sustainable Development Plan in Southern Area
The resolutions from the NHA are submitted to the Cabinet for further action. The Premier insists that the government has taken the resolutions seriously, although it is impossible to push all agendas forward 100 percent. However, the government has used the resolutions to consider how to handle various problems, for example, access to medicine, health security, relationship between doctors and patients. In terms of global issues like HIV/AIDS and access to medicine, Thai delegates have also applied the resolutions to negotiate with international organizations and multinational companies.
